Pastor-Parish Relations Committee
Or Staff-Parish Relations Committee. It works closely with the pastor and staff concerning their relationship with the congregation and the entire work of the church. This committee is in essence the personnel committee of the pastoral charge.
The committee is to be sensitive to the opinions and concerns of the congregation concerning the pastor and staff. It is to confer with the district superintendent or the bishop concerning the appointment of the pastor for the church.
The committee recommends the salary for the pastor to the Charge Conference. It consists of from five to nine members of the pastoral charge.
The Staff-Parish Relations Committee (SPRC) in the United Methodist Church functions much like a local church’s Human Resources department. It is an essential administrative board that acts as a bridge between the congregation, the pastor, and the paid staff, focusing on building trust and ensuring the church’s mission thrives.
The key functions of the SPRC board, as outlined in the United Methodist Book of Discipline, include:
1. Pastoral and Staff Support
Nurture and Encourage:
The board actively supports, respects, and prays for the pastor, staff, and their families.
Mediation:
It functions as a communication conduit to resolve conflicts, encourage healthy dialogue, and ensure a productive relationship between the congregation and the staff
2. Personnel Management and Administration
Job Descriptions:
It works with the pastor and church leadership to identify needed staff positions, draft job descriptions, and recommend appropriate titles.
Hiring and Firing:
The board develops policies and procedures for hiring, evaluating, promoting, and dismissing lay employees (staff not appointed by the bishop).
Performance Reviews:
It conducts annual performance evaluations for both pastoral and lay staff to ensure effective ministry.
3. Compensation and Benefits
Financial Recommendations:
The board recommends staff compensation, benefits, travel allowances, and housing to the church council and finance committee
Employee Welfare:
It ensures that lay employees have adequate health and life insurance, severance options, and vested pension benefits.
4. Appointment Consultation
Advisory Role:
The SPRC serves in an advisory capacity to the District Superintendent and the Bishop regarding pastoral leadership
Congregational Needs:
The board provides feedback on the pastor’s leadership, shares the congregation’s desires, and helps develop a church profile that fits the community’s needs.
5. Cultivating Church Leaders
Culture of Call:
The committee identifies and supports individuals from the congregation who feel called to licensed or ordained ministry.
Credentialing:
It interviews candidates for ministry and submits their names to the annual charge conference for approval.
